California’s 2027 Housing Laws and Your Development Timeline
California’s new housing laws change permit reviews, subdivision map deadlines and townhome approvals. See what changes affect your development schedule.
What changed for housing development
California’s new housing laws extend subdivision map deadlines, limit repeated plan reviews and create an approval pathway for qualifying townhome projects. Holland & Knight reports that, except where otherwise noted, the new laws take effect on January 1, 2027.
The changes address different stages of development. Longer map expiration periods give developers more time to complete financing, final engineering and construction before finalizing a subdivision. Limits on plan reviews address delays after entitlement.
Does my subdivision map get more time?
Approved or conditionally approved tentative subdivision maps receive longer expiration periods under SB 1169, according to Holland & Knight. The extended timelines also apply to approved or conditionally approved maps that have not expired as of December 31, 2026.
| Subdivision map period | Previous period | Period under SB 1169 |
|---|---|---|
| Initial expiration period | 24 months | 48 months |
| Initial extension localities can provide | 24 months | 36 months |

Will building permit reviews have tighter limits?
Housing building permit reviews face tighter limits under AB 1621, according to Holland & Knight. The law limits repeated reviews of plans and specifications, shortens permit appeal timelines and restricts changes required during inspections after plans have been approved.
An agency may require changes during an inspection if it makes specified written findings. Those findings must establish that no reasonable person could read the approved plans as compliant, or that a change is needed to address a specific adverse impact on public health or safety.
Which townhome projects qualify for the new pathway?
Townhome projects must meet specified objective criteria to qualify. Holland & Knight reports that AB 1751 establishes a new ministerial approval pathway for qualifying townhome development projects with up to 150 units.
For qualifying projects, the pathway removes discretionary review and obligations under the California Environmental Quality Act, or CEQA. Holland & Knight identifies those changes as a way to accelerate the entitlement timeline for townhome development.
What this means for California borrowers
If you are financing a housing subdivision, the longer tentative map period gives your project more time to complete financing, final engineering and construction before the map expires. Holland & Knight identifies the previous expiration window as a concern for larger or phased projects.
If your housing project is already entitled, the limits on repeated plan reviews and inspection changes address delays in the building permit and inspection stages. These are the stages Holland & Knight identifies as common sources of added development time and cost.
If you are financing housing built in a factory through state affordable housing programs, the legislation addresses upfront production costs. The Governor’s announcement says the programs must better account for those financing needs.
What changes in the development budget
Infrastructure improvement estimates become an earlier source of budget information. Holland & Knight reports that SB 1014 requires local governments to provide nonbinding infrastructure improvement cost estimates within 30 days of receiving a preliminary housing project development application.
For redevelopment projects, the Terner Center reports that SB 1036 requires jurisdictions to account for a project’s new net impact. The requirement addresses infrastructure demands associated with an existing or replaced use so those demands do not generate duplicate impact fees.
